Covington man accused of throwing rock at an endangered Hawaiian monk seal’s head to appear in court

Igor Mykhaylovych Lytvynchuk, 38, faces charges of harassing an endangered Hawaiian monk seal in Maui, according to the U.S. attorney’s office.
