City Council notes: Overhaul for Seattle water rates, AI audit at City Hall, hearing on design review reform extension

It’s a busy week at City Hall. Here are some of the issues the Seattle City Council is tackling on the legislative front.

• Utilities overhaul: Wednesday, the Governance and Utilities Committee moved forward multiple bills around utilities including emergency assistance for those having trouble making ends meet and changes to the city’s water rates. Despite being lower than previous estimates, retail water rates will still increase by 4.3% each year from 2027 through 2029. Under the bills, Seattle Public Utilities and Seattle City Light will adjust utility rates and expand financial assistance programs starting in April 2027. SPU’s retail water rate proposal establishes a lower overall 6-year rate path average (3.4%) compared to its Strategic Business Plan target (4.0%), helps fund spending by authorizing up to $19 million in withdrawals from the Revenue Stabilization Account, and raises the City Light and SPU Utility Discount Program income eligibility from 70% of State Median Income to 60% of Area Median Income, expanding potential enrollment by 31,000 customers. Both SCL and SPU will also align their emergency bill assistance programs by expanding income eligibility up to 80% AMI, removing barriers like past-due balance requirements, and expanding benefit amounts. The assistance program expansions are expected to reduce city revenues while improving climate resiliency, helping lower-income populations manage living costs, and bringing City Light into compliance with Washington State’s Clean Energy Transformation Act.
• AI at City Hall: The G&U committee also heard updates on quarterly reports detailing the city’s investments in and usage of Artificial Intelligence. In response, Seattle IT delivered its Quarter 1 2026 report and a presentation to the Governance and Utilities Committee outlining the city’s progress in governance, implementation, financial tracking, and inter-agency collaboration. Seattle IT says it implemented a strategy that limited major Al expenditures prior to late 2025 and early 2026, allowing technology prices to drop and ensuring new initiatives are vetted through a centralized intake and review process guided by the mayor’s office. According to officials, Al software and pilot projects at the city are being used to improve municipal operations, including public safety, permitting, transportation, and internal communications. Key implementations include pre-screening tools like CivCheck, which reduced building permit intake review times by up to 46 days, and Microsoft Copilot Chat, which officials say saved participating city workers an average of 2.5 hours per week. Enterprise tools are subjected to an AI Proof of Value framework evaluating business utility, user experience, compliance, and supportability. Initiatives that failed to meet compliance, privacy, or integration standards—such as the ChatGPT pilot—were paused or canceled. According to the updates, the city’s financial strategy for AI focuses on keeping cost low by utilizing grants, pilot agreements, and low-cost existing software licenses. Specific 2026 budget allocations include an $400,000 AI Innovation Fund for departmental pilot initiatives, $750,000 in the Construction and Inspections Fund for AI permitting software and subscriptions, and $750,000 for the Permitting Accountability and Customer Trust Program. Active AI software expenses range from small subscription costs to $289,517 annually, whereas 13 of the city’s 23 evaluated AI pilots incurred no initial direct costs.
• Design review reform extension: The council’s land use committee will hold a public hearing Thursday afternoon to extend COVID-era design review changes put in place to help streamline the process. Council Bill 121243 proposes a six-month reenactment and extension of the interim regulations that temporarily suspended mandatory Design Review, allowed housing projects to voluntarily participate in Administrative Design Review, and granted Design Review exemptions to low-income housing projects as well as Mandatory Housing Affordability developments that provide on-site performance units. The legislation is intended to maintain streamlined permitting pathways while the Seattle Department of Construction and Inspections works to develop permanent design guidelines to comply with state law. Public comments and stakeholder feedback within council materials reflect divisions over the long-term reforms. Housing advocates argue the review process drives up costs, delays housing production, and centers unrepresentative voices, while city planners emphasize the need to balance housing supply, process efficiency, and neighborhood design quality.
• Comprehensive Plan limbo: The council’s Select Committee on the Comprehensive Plan will spend its Thursday session with the saddest possible update for a committee dedicated to the comp plan — an update on why the comp plan process is fully stalled in the city. CHS reported here on committee chair Eddie Lin’s revelation that a June Washington Court of Appeals ruling has reopened the environmental review of the city’s growth plan changes and put the next phases of planning a new 20-year framework on hold.
