The utility work will unfold in three phases:
- Phase 1 (Daytime, starting July 8): Underground utility work on E Pike between 11th and 12th avenues will cause alternating one-lane traffic from 9 AM to 3 PM, alongside parking restrictions and daytime construction noise.
- Phase 2 (Overnight, starting July 8): Crews will inspect a historic water main and install a new valve around July 27, resulting in overnight flagger-directed traffic and pavement excavation.
- Phase 3 (Starting July 28): Following a brief pause from August 6–9 for the Capitol Hill Block Party, a three-week, 24/7 intersection closure will begin on August 10 to replace 53 feet of sewer main.
While sewer services will remain active, SPU notes that two planned temporary water service interruptions will occur. Affected customers will be notified in advance. Noise, vibrations, and limited sidewalk and driveway access are expected throughout the summer.
